SNMP Devices are making my Root Management Server Unavailable

We recently started to add some Network devices into our SCOM setup by SNMP
discovery. However, shortly after successfully discoving a few SNMP devices,
we started receiving alerts:

Root Management Server Unavailable
Alert Description:
The root management server (HealthService) is running but has reported
limited functionality soon after 2/2/2009 10:16:49 PM. The specific reason
code is 49 and description is " The health manager has detected that entity
state collection has stalled. "

Shortly before the RMS grays out, I see the following Event created locally
on our RMS:

Event Type: Error
Event Source: HealthService
Event Category: Health Service
Event ID: 5300
Date: 2/2/2009
Time: 10:46:16 AM
User: N/A
Computer: xx-xx01
Description:
Local health service is not healthy. Entity state change flow is stalled
with pending acknowledgement.


We are then required to restart the OpsMgr Health Service in order to get
our RMS back online.

I think I have the same problem.
But the errors described in http://support.microsoft.com/kb/951526 are not
the same as mine.

this afternoon I added a network device (printer) and since then I regulary
get following error.

The root management server (HealthService) is running but has reported
limited functionality soon after 6/02/2009 13:38:02. The specific reason
code is 43 and description is " System workflows essential to running of the
product have failed to load. ".

Can somebody confirm that this will be solved by kb 951526 or not.

Hi Arne,
I must solve this for my customer (SCE) and this hotfix doesnt solve this
problem.

This is from Console (after hotfix!)
The root management server (HealthService) is running but has reported
limited functionality soon after 12.2.2009 9:39:02. The specific reason code
is 43 and description is " System workflows essential to running of the
product have failed to load. ".

This event log:
A monitoring host is unresponsive or has crashed. The status code for the
host failure was 2164195371.

I can monitor many SNMP network devices, but when I add ONE specific SAN
switch, this happen:-)

Hi Anders,
when I run this hotfix, I have to manually start Health Service.?!?
Hotfix should restart services automatically.

My customer (SCE) still have this problem after hotfix instalation.
But only when I add SAN switch. Only this SNMP device do that?!:-)
